The satellite is
thought to be a naval electronic intelligence spacecraft, built by
KB Arsenal. The Tsiklon placed the satellite into a 145 x 405 km
(78.3 x 218.7 nmi) by 65.0 degree orbit. The satellite’s
on-board on-board propulsion system will be used to circularize
the orbit at 404 x 415 km (218.1 x 224.1 nmi) x 65.0 degree orbit. The satellite will be operated by the Russian Defense
Ministry.
